No Steve says that after Karl makes a noise to punctuate some mad sentence. I can't remember which show, I think it's one of the guides.

When Karl was talking about the conjoined twins and says that one was adopted, Ricky and Steve do a great improv where Steve pretends to be a man in a rush to adopt a child...
It ends with Steve asking to be able to walk 360 degrees around the kid first because she was standing beside a bush, and Ricky quickly goes "Do you want her or not?"
Steve: Yes, I... I can't believe it! What's that little trolly!?
